Here are the basic steps, Take the 90 hour pre licensing course and its exam, make application with OREC including background check and fingerprints, take the state exam, complete your licensing application, sign on with a brokerage, join a local board of Realtors and sign up for the MLS. As you can imagine, all this comes at a price. Then within the first 12 months there should be a 45 hour course that you will need to complete.
Oh and by the way, during the 12 months you will get to start up your new business, learn all the forms and systems while juggling the post licensing course. All this adds up to say that you had better find a brokerage who is going to help navigate these steps.
